That should say "I'm not sure if newer macOS includes the necessary
developer tools to build the complete GNU Parallel distribution from
source."
The 'parallel' script itself requires only Perl[1], which -- for the
time being, anyway -- still comes with macOS.
Ole has already accounted for various installation scenarios in the
README, and certainly _one_ of them will work for you on an
out-of-the-box Mac system.
