No, Ubuntu 12.04 LTS need PAE and the popular second hand laptops usually don´t have it, like thinkpad and others.
Further the ram usage and graphic driver have several issues that are points against using ubuntu for base station using cheap used laptops.
live cd should not only be the code running paparazzi, but should contain gis tools like openstreetmap, wine, gps tools,
flightgear, digital video image stabilisation software, licence plate recognition, moving maps, frequence monitoring with dab stick,
software for ADS-B receiver, nasa digital elevation map, dgps base reference station software, ... .

If you want to make a new live CD (can be converted to bootable usb stick), I would strongly suggest to base it on Ubuntu 12.04 LTS.
Then add the paparazzi ppa and the packages in there...
