You're right, I forgot that. The ground detect in failsafe mode is only enable with FAILSAFE_GROUND_DETECT defined. If not the failsafe mode is equivalent to kill mode.
For now, it also disable the normal use of ground detect in the flight plan. It could probably be activated by default. Not having this enabled should not shut down the motors except if entering failsafe (like rc lost in "manual" modes).

I was also wondering if this is always enabled? At quick glance it looks like the DetectGroundEvent checking the acceleration and setting autopilot_detect_ground is only called if you are using FAILSAFE_GROUND_DETECT?

I'm using it all the time. I even have undetected landing when it is too soft on grass.
To have it working correctly, you need to have a low level of vibration in normal flight, otherwise the noise can be seen as a landing since the detection is based on acceleration.
You can set a higher threshold for detection by redefining THRESHOLD_GROUND_DETECT (see firmwares/rotorcraft/autopilot.h).

I removed the ground_Detect/holdpoint from flare block then the rotorcraft do a controlled descent.
