Hi Evan.

Either you don't have the paparazzi-dev package installed or some of the ocaml package dependencies changed in quantal.
I haven't had the chance to test that on 12.10 yet, I'm still running 12.04.

Could you check the status of the paparazzi-dev package with the following command:
dpkg --status paparazzi-dev | grep 'Status\|Version'
which should return
Status: install ok installed
Version: 3.7

If that is the case, please also run the same command for the packages:
libpcre-ocaml-dev
libocamlnet-ocaml-dev
libnetclient-ocaml-dev
libxml-light-ocaml-dev
