you are running exactly 4.0.2_stable?
Unfortunately that was a regression and fixed one commit later again.
Just pull the latest v4.0_stable...

Will make a tag for 4.0.3_stable soon..

using PPRZ 4.0.2 I get a very satellite picture of my area here in Germany.
It was quite nice, like Google Maps are, in the past but for unknown reason it changed.

No error messages in Paparazzi Center, Internet is alive - all looks fine to me.
Maps source is Google, Policy is set to CacheOrHttp (tried nocache with same result).
