1. I think the altitude is constantly reset as long as you are not in an altitude tracking mode or do not have a GPS that outputs WGS84-height. 

2. If they really completely stop you have a problem. If they reduce, that probably means your heading is drifting. Either increase the deadband of your radio heading or use the radio yaw trims. If the motors completely stop, then check the SUPERVISION_MIN_MOTOR. Do you have ppm or i2c motor controllers?

3. without GPS you can do AP_MODE_ATTITUDE or AP_MODE_ATTITUDE_Z_HOLD
