If flipping the modems around didn't solve the problem, the modems
should
be correctly configured for bi-directional transmission.
Which telemetry file are you using, as there are issues with xbee 868s
related to regulatory demands - specifically, them switching off after
6
minutes.

Have you checked your hardware connections between the modem & the
autopilot, specifically the TX output of the xbee (RX on the UART)? If
this cable were not connected, you'd get the symptoms you describe.
