I don't think I can offer much more expertise on this issue - I ran
into the problem trying to power the LEA-5H from a USB port in my
Linux port of the autopilot. I just found that some laptop USB ports
work better than others, and a powered hub was the only sure way to
get a lock.
The 3.3v regulator on the Tiny board isn't designed to deliver too
much current - I'd look up on the spec sheets what its rated for. You
may need to power it from a separate 3.3v regulator. I had numerous
problems with the power supplies back when I used a Tiny, not sure how
many were due to board defects or faulty parts though.
