Anton / Jeremy,
I will be ordering the CC USB Programming Cable regardless, so if
either support throttle mode I will immediately turn on fixed-endpoints
via the laptop. There is no way I want to be mucking and worrying
about throttle points when us UAV experimenters have 100 other things
to worry about pre-launch.

Matt,
If you dont get an ESC with "fixed throttle" mode, the
controller will guess what pulse width value is 100%. Typically you
see that 50% pulse width turns out to be 100% throttle(we saw this on
the phoenix 10). So until the controller figures out the full range of
travel the actual throttle will be nearly 2X the desired, but once the
controller gets to full it figures everything out and adjusts
accordingly. If you want to use a "dumb" controller, just before every
flight run the throttle all the way to full throttle before taking off,
this allows the controller to learn the full throw, and everything
should work fine.

Group,
Permission to play dumb here but I do not have a lot of time to
examine code, etc. I would like to get an explanation as to what type
of ESC is required to operate with the Tiny13. There was mention that
it cannot be a type with auto arming or similar. High quality ESCs
available domestically in my area have two distinct product lines, one
being half the price of the other yet same current ratings but lacking
half the luxury features including "throttle mode" which sounds
suspicious.
