Hi, i have found my fly controller MCU and cheap base station.

It's equipped with one 32 bit H8 processor and atmel 4MH coprocessor.
Integrated RF link 300 mt (30 mW,900 MH range, cheap and legal RX amplifier
are available). 19200 KBS.
To enhanche the simple anntenna, use cellular antennas (directional for the
base station).
the price is 90$.
Free developement environment (windoz/linux)
Nice keyboard for operation entry, usb communication to optional laptop,
ability to display BW live video (digicam) in background.
24 pin external HW interface 

I try to using a cheap MCU
for the external analog/digital interfaces and interfacing it to this
controller. The MCU (TI 430 having 14 or 16 bit internal AD converter and
two true AD) can be used to acknowlege the i2c display if a
i2c display was used. I plann to remove it from the flight device. 
Digital cameras can be interfaced directly to the 24 pin extension header
without additional electronic. With the memory, visual horizont sensing
and height estimation or visual attitude stabilizing can be implemented.

Considering using cheap digital color VGA cameras (compressed jpeg output)
for
20$ end user price, the overall price is lower than other solutions.
