  [messages] STAB_ATTITUDE and EFF_MAT updates (#189)

* new oneloop messages plus changes to strucutre of other messages

* guidance h mode have been changed but the message has not been adapted

* Switch STAB ATTITUDE to accept arrays of floats

* Delete old msg

* Remove units because they crash the message

* No need to add u_cmd to ACTUATOR_STATE as the info is already in COMMANDS

* Conversion still works if you provide the coefficient manually

* Move rc6CH to new PR

* Removed ACTUATOR_STATE
