We can get spam from -user, -devel, and -announce.  If there are 7 spam in the 
devel archive, that means about 20 spams in 20 days for the three.  (It also 
means that the archive is almost all spam messages, since these lists are low 
traffic) It may be my fault if I'm noticing this problem, because I've had to 
request to turn off the corporate spam filter for this list because it caught 
too many positives at one point.  How many legitimate users use the ability to 
post without subscribing?  Isn't it rather cumbersome to browse the architve a 
few days later for the replies when you're not subscribed?  My vote is to turn 
off non-member subscriptions.
