[Octave-patch-tracker] [forge](statistics) new functions for anova1 and skuskalwallis tests

Hi,

I am making anova1 and skuskalwallis functions for my needs in statistical
analysis, since the ones available are missing certain Matlab features
required for my work.

Both functions depend on boxplot to be fully functional as in octave, but
the patch for boxplot I 've submitted a year or so ago is not yet
available in statistics package, since there hasn't been a new release
yet.

Is there a forthcoming release planned as yet?

It will take some time (a week or so) to figure things out and test them
against Matlab. Nevertheless, once prepared I will upload them to the
patch tracker.

I would be happy to help with the new release if needed.
