Follow-up Comment #1, patch #9746 (project octave):

The scope of this function is very similar to "memory" (see patch #9924).
I'm not sure if we should close this as a duplicate.

On the other hand, this function allows querying memory information for other
running processes. Something that cannot be done with "memory". Maybe it could
be considered for a package. The "windows" package would probably be most
suitable because the function is OS specific.
