I periodically get the same. Not sure what's causing it. thought it was just me system.

 The title bar is too high, offscreen,  and can't be clicked. can't remember if win10 recognizes keyboard commands, but Alt-Spacebar used to open the window context menu letting you Move, Resize, etc.  Alternatively you can WindowsKey-Arrow to snap the window to maximized or a size, then drag it to where you want using the title bar. Last. You can hover over octave's taskbar icon, it should popup a thumbnail of the window. Right click on the thumbnail and you could get the same context menu to let you Move, Resize, etc.
