Doubt in generating documentation while building in cygwin

Hi,

In the first step of this tutorial
http://wiki.octave.org/Building_on_Cygwin_platform

it is asked to change texlive configuration file
   vi /usr/share/texmf-dist/web2c
However web2c is a directory, should I create a new file named web2c or should I change something inside that folder?
