It was used to find the arch-dependent subdir of the io package, to move the PKG_ADD script from there to the arch-independent subdir, by constructing the path to the arch-dependent subdir.
In the mean time Carnë outlined how to do better. So api_version shouldn't be required anymore for the io package.
