My locale is:

However, Octave installed successfully and I could run my Matlab models. 
I've tested the same model with both Octave and Matlab and I've included 
a graphic from both programs. To me it seems that Octave is functioning 
well? I do see some differences with other graphs, but that would 
require detailed analyses and comparison.
