Same on my system with Windows XP in a virtualbox. I tried different
scons parameters and also to build MESA opengl32.dll but without a
difference when it comes to OSMesa.
My last idea would be to build the OSMesa examples (from
git://anongit.freedesktop.org/mesa/demos) in MXE-Octave to check if the
generated osmesa.dll and libosmesa.a is okay.
