It works for me too.  I'm using Debian with gnuplot 4.6 patchlevel 4. 
After setting GNUTERM=qt and running Octave 3.8.0-rc1, I don't see any 
problems with plotting with or without the GUI, and I'm definitely 
getting gnuplot's Qt terminal.
