Good idea. But there are counter arguments:

I think for such functionality, Octave could invoke the locally
installed default web browser as well.

ML has a nice feature where you highlight a word, such as a function name, in the editor, hit F1, and it opens a little mini browser window positioned near where the word is which displays the help for that function (if it's found). If it was desirable, this would be difficult to replicate using a full browser window.
