Developer access to Octave-Forge

Hello,

I am writing on an implementation of the smooth function from Matlab's Curve Fitting Toolbox.

I would therefore like to have access to upload my code to the data-smoothing package in the Octave-Forge project.

I have previously written the importdata.m function in the Octave-core project.
