Can we safely eliminate the SENDING-PATCHES file? The information there is
cursory and out-of-date (it says we prefer diff -c rather than 'hg
export'). The information is very adequately covered by the section on
sending patches in the file BUGS. Moreover, BUGS is updated from a Texinfo
file so it will not go out of sync.
