I don't know how important this is, but at
http://www.gnu.org/prep/maintain/maintain.html#Copyright-Notices
it says
"Do not abbreviate the year list using a range; for instance, do not
write ‘1996--1998’; instead, write ‘1996, 1997, 1998’."
so that the last line would be:
GNU Octave, copyright 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001,
2002, 2003, 2004, 2005, 2006 John W. Eaton
