2.9.3 under cygwin: kpathsea: variable `' references itself |

I'm having some trouble complining the latest CVS (and also 2.9.3)
on win2k under (the latest) cygwin. Octave compiles fine, but
when installed with install-strip
# make install-strip
# octave
Segmentation fault
when installed with install
# make install
# octave
warning: : Unrecognized variable construct `$
... [ many more ] ...
warning: kpathsea: variable `O' references itself (eventually)
... [ many more ] ...
Aborted (core dumped)
Does anyone have ideas to help me?
