Follow-up Comment #6, bug#64893 (group octave):

Hi all, this seems indeed an error related to qt.

The following worked for me after upgrading from F38 to F39:

1.) set the environment variable QT_QPA_PLATFORMTHEME=qt5ct in
    /etc/environment or .bash_profile
2.) install via dnf qt5ct
3.) reboot
4.) run the program qt5ct, there you may set fonts, fontsize & theme
5.) start octave end enjoy

works like a charm for me
