Follow-up Comment #48:

OK, I can see how the current behavior will be trouble, especially because of
the choice to resolve the conflict between the comment above the function
keyword and the first comment inside the function by choosing the one inside
the function, EVEN WHEN the code can't be used in Matlab because of '#'
comment markers.  So, I'm working on a change that will make that
(Matlab-compatible) choice only when those comments only use '%' characters. 
I hope to have something to check in for testing later tonight or tomorrow.
