Follow-up Comment #3:

I usually use the zip packages on windows, but in the one machine where I have
used the installer, I'm noticing something similar in my temp location
(%Appdata%/Local/Temp).  I'm using Windows 10 
 21H2, build 19044.2006. when I navigate to that temp folder, select folder
Properties, and the Security Tab, I get a warning message:

"The permissions on Temp are incorrectly ordered, which may cause some entries
to be ineffective."

It offers to let me Reorder the list or Cancel to continue in view only mode.

There in the Group or user name list I see:

NULL SID
Everyone
CREATOR OWNER
CREATOR GROUP
SYSTEM
Admin
Administrators


Selecting the Advanced view button at the bottom, I see something similar to
what you describe. (my ss attached.)  I have not stepped through uninstall,
cleanup and reinstall yet, but based on the permissions I'm seeing I think we
can at least tentatively confirm your report.  Also escalating the severity of
the report.
