Follow-up Comment #8:

I have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/94488ab70e12 to the default branch
with custom title bars as default setting and new default values for the
custom title colors.

I left the default style at "default" since the old "windows" style is really
quite ugly on newer windows versions.
