The original issue is probably resolved in 2018 by fixing bug #53856 with cset

Entering the original example line by line is no issue anymore (Octave 6.4.0,
Octave 7.0.91):
>> f = fopen('./foo.m','wt');
>> fdisp (f,'function foo');
>> fdisp (f,' baz;');
>> fdisp (f,'endfunction');
>> fclose(f);
>> mkdir private;
>> f = fopen('./private/baz.m','wt');
>> fdisp (f,'function baz');
