Follow-up Comment #51, bug #59820 (project octave):

Could we put the forward declarations for the cdef_* classes in a separate
header file?  I would prefer that to having these #defines repeated in
multiple files.  Maybe also make the forward declaration changes and the
addition of OCTINTERP_API tags in separate changesets?  I can do that if you
would like me to.  Otherwise, I think the change is fine.
