AFAICS Octave does nothing wrong.
In Octave's file browser pane, the file "Date Modified" time is properly
updated.
You're probably deceived by Windows Explorer by default showing file creation
time, not file modification time. See attached pic where it shows File
Properties (RMB on file, "Properties") and then right-clicked the column
headers in Explorer.
Yes it is confusing; and at times it is inconsistent Windows behavior, that
is, I'm sure I sometimes see file time stamps being updated in Windows
Explorer but not in this case.
