Follow-up Comment #3, bug #60255 (project octave):

It might be "tricky" to arrange certain widget layouts. This is something that
is not managed by the gui but by the underlying Qt framework (however, some of
the gui's configuration might affect the way widget can be arranged).

Anyhow: Your desired layout is possible. Since the possibilities of arranging
widgets seem to depend on the layout history it might be helpful to reset the
window layout (last entry in menu "Window") and try again to arrange the
widgets into the desired layout.
