Follow-up Comment #1, bug #60189 (project octave):

The problem is likely in the intermediate file comms.texi, just from reading
the error output. Maybe take a look at its contents and see if you can find
why it's not generated correctly. Maybe some variable substitution or file
concatenation is off.
