Follow-up Comment #2:

The title says "Menus are in Russian": is it only the leftmost menu, as
suggested by the screenshot, or are the others also affected?
 
AFAIK, on Mac OS, we have no real control on the leftmost menu in the main
menu bar: it is populated automatically by the OS (based on some heuristics)
and there is nothing Octave can do about that.
