Follow-up Comment #1, bug #58915 (project octave):

Solution found:
the root of the problem is a question of security within Windows, that
prevents the proper installation of the python link.

Solution:
1/ Download the latest symbolic-win-py-bundle (current version:
symbolic-win-py-bundle-2.9.0.tag.gz)

note the path on which this file has been downloaded.

2/ Within Octave, in the top-left corner, on the "button line", enter that
path in the "current path" box. Without setting the current path, one gets the
error:
error: pkg: failed to read package symbolic-win-py-bundle-2.9.0.tag.gz
error: called from
    pkg at line 433 column 17

3/ give write permissions within Window:
If your installation directory was "C:\Octave\Octave-5.2.0" (typical default
path for the octave-5.2.0_1-w64-installer.exe), then in Windows Explorer go to
C:\Octave, select the directory "Octave-5.2.0", and right-click it (or
Shift+F10), click properties (bottom of the context menu), and click the
Security tab, click Edit button, then select the Users in the list of "Group
or user names", and then give full permissions to it.

4/ Once the right directory is selected and proper permissions have been
given, then run in Octave the install command:
pkg install symbolic-win-py-bundle-2.9.0.tag.gz

then no more problem...
