Since this changeset:

it has not been possible to interrupt long-running compiled functions. So
another approach will be needed to handle those. But it should be possible to
interrupt any interpreted code so exiting while Octave is executing
interpreted code should be possible.
If we want to fix the problem of interrupting long-running compiled code
safely, then I think the best bet might be to create a separate thread to
evaluate that code so that an interrupt can simply cancel the thread.
