Follow-up Comment #1, bug #58378 (project octave):

as far as I know, command dec2bin does not work with characters, so


>> dec2bin(char((rand(299,49)>0.5)+48))
error: dec2base: input must be real non-negative integers
error: called from
    dec2base at line 72 column 5
    dec2bin at line 48 column 7


but if you mean bin2dec instead, no problem here.

Since you mentined Lubuntu, do you know if openblas is installed?
You could try to uninstall openblas or maybe compile octave from source.
