Follow-up Comment #16, bug #58225 (project octave): @Philip: "pkg" always tries to install in the global package store on Windows without that change (unless "-local" is set explicitly). With that change, the behavior on Windows is similar to what "pkg" does on Linux: If Octave has elevated privileges (that would be running with root access on Linux), "pkg" uses the global store by default.
