Follow-up Comment #30, bug #57644 (project octave):

And of course suddenly it is working in msys2 without any changes that I can
think of.

Only thing I see different is that for some reason it doesnt do the check for
fseeki64 and doesnt attempt to use gnulibs fseek , fseeko modules - descibe
not actual changes except to regenerate the m4/configure files.
