Follow-up Comment #1, bug #57610 (project octave):
I can reproduce this with Octave 5.1.90 and the qt toolkit.
However, it looks to me like this has been fixed with the new legend rewrite
in Octave 6. If someone else can verify, I think we can close this bug as
fixed already.
I also get a correct plot using the gnuplot toolkit with older versions of
Octave.
If you need correct behavior with the qt toolkit in older versions of Octave,
the best workaround is probably to create any legend(s) last after plotting
all data in all subplots.
