Follow-up Comment #1:
This may also affect users who are not using Flatpak, so changing summary. The
primary difficulty is that libnetcdf.so may be installed in a non-standard
directory, such as $HOME/lib or /opt/netcdf/lib.
The nc-config program gives the -L options needed to link with the library at
build time, but the user will probably still need to set LD_LIBRARY_PATH for
Octave to be able to load the oct file.
Building the oct file with the -rpath option would allow the libnetcdf library
to be found in the right directory without the user having to set
LD_LIBRARY_PATH whenever they want to use this package.
