Follow-up Comment #2:

I fixed this on the development branch in this changeset:
https://hg.savannah.gnu.org/hgweb/octave/rev/fdcec1c0842a.  This will be a
part of the next Octave release (version 6.1).  If you want something sooner
you can just download the legend.m file from the Mercurial repository and
replace the one in your local distribution.
