Follow-up Comment #19, bug #35910 (project octave):
I don't know who uses MinGW/Cygwin, but I do know that they will instantly
complain vociferously despite representing <1% of Octave users (just a guess)
if something goes wrong. So, you should probably include the setlocale gnulib
module.
