Okay, so not everything is lost.  But I am no native Windows user, so I start
to run out of easy suggestions.  

We recently had a similar issue, but the ultimate solution is not clear to me:

Things you can still try are:

1. Delete the %USERPROFILE%\.config\octave folder and restart the Octave GUI.

2. Try to identify in the task manager, if Octave is trying to launch or just
dies before anything is started.

3. Turn off all Anti-Malware products and try to start the Octave GUI.

4. Try to plot in the CLI version, e.g. "plot (1:10)" just to see if there
something is triggered to further narrow down the issue.
