Details:

After a user installs an Octave package, it would be nice if Octave provided a
way for the user to be directed to the upstream git or hg repository where
development takes place. This will give the user access to the development
docs, bug tracker, and so on.

This would be very simple to implement, just a new field in the package
DESCRIPTION that pkg looks for, and a new `pkg` subcommand that passes that
URL on to the `web` command.

1.  What should the new subcommand be named?
2.  What should the DESCRIPTION field be named?
