[Octave-bug-tracker] [bug #55819] Octave command number doesn't increment after Ctrl+C

Follow-up Comment #4, bug #55819 (project octave):

I've attached a patch that increments the command number on interrupts via
Mike Miller's suggested fix. 

I have verified the command number increment works the same when in debug mode
and ensured the completion matches are unaffected.
