Ok, sorry, then I must have misread this

in your comment #5. I thought you meant that was a resolution, but maybe
instead you meant that there was no change.

I don't have access to Windows to test or suggest anything, just thought I
could help by pointing out that running the .exe directly without anything set
in the environment first is not supported.
