[Nel] Net lib extension ?

I'm working on widely distributed multi-agent simulations, and intended to 
develop in a first time a lib which would handle that efficiently.

I discovered Nel but I don't think that it's net lib satisfies 
my hopes :

The network model is very close to the classic client/server paradigm
( single difference : shards ? ) and the server (or shards) will obviously be 
overloaded while the number of clients grows.

I'm interested in a less centralized approach, with only local
controls on agents behavior : is there some features, planned improvements, 
research links on that subject ?

The problem is very hard, but VERY interesting ...
