[myexperiment-hackers] "blobs" table not created in migrations

When I run the migrations during the set up of a new instance of 
myExperiment, the "blobs" table isn't created, which causes errors when 
you try and upload anything.

If I create it manually, based on its entry in schema.rb, everything 
works fine.
